I'd argue you're right, only because there hasn't been any major, major change since Gen 4 in the formula. Mega evolution/z moves/dynamax is nowhere near enough. Gen 2 had the special split, Gen 3 had abilities, and Gen 4 had physical special moves split up. Gen 5 felt like a strong mix of elements, but it's clear there was no big improvement to the gameplay formula, instead having stuff like weather effects abused to their fullest. Shit has been stale since.

That's because Gen 4 pretty much perfected the gameplay, while 5 was the QoL cherry on top.

The peak of Pokemon was Gen 3.
Diamond and Pearl were better than RSE but still not very good games. Physical/Special split was the single most important innovation to the battle system and is a legitimate 11/10 change but that didn't save the story, pacing, world, and exploration from being total shit. For a generation absolutely stuffed with legendaries it had virtually 0 reward for exploration beyond Giratina and I guess Heatran in the postgame area. Compare Uxie/Azelf/Mespirit to Regis or the original legendary birds. Cover legendary is also just straight up given to you as compared to having to navigate a dungeon and explore to find one in gen 2.
Platinum improved the story somewhat and had a better post game but still lacked the fundamental motivation to explore because the world of Sinnoh was so empty and uninviting. Spiritomb was literally the only interesting thing I can remember from Gen IV.
In short, Gen IV had the best mechanical systems and gameplay but it had a soulless world and shitty storyline. Gold/Silver was all about finding new shit you never knew about, whether that was a Lapras that only shows up on Friday nights in a dead end in a secret part of an early game dungeon you could only get to after getting Surf; or a swarm of rare Pokemon that only show up after you get a phonecall about it; a guy who gives you a one of a kind baby pokemon after you traverse a completely optional dungeon; or just a different guy who gives you a hold item when you find him but he's only at a location one day a week. There were loads of things to discover and secret areas with small items and what not.

That shit is done in Plat too. You could even put your GBA cartidges into the DS for more pokemon to find.

user the Underground rewards the fuck outta players who stick around to pick rocks for evo stones, shards for moves and fossils. Explore the map and you get shit like the evo item for Magmarin the Ironworks and Drilfoon by coming to the power plant on certain days.
