The point of the Legion is long term survival at any costs (not necessarily the current Legion, humanity in general).

If the NCR is forced to adapt to the Legion and wins, this is beneficial, if the Legion wins and reforms away from what is essentially a raider army, this is beneficial.

His dreams of undoing a nuclear war are just that, a dream. He needs the NCR to clear out all the scary legion slavers and some raiders attacking his city, he neglects his people and lets psychos run rampant across the Mojave, while he hordes his resources for himself. If you pay attention to his actions you'll see he is an arrogant dictator. He takes everything he wants with his robot army and will destroy anything that stands against him. Venders need to pay a large amount of their sales to the robots, Michael Angelo lives in fear of not delivering on House's demands, he destroyed Vault 21 and Arcade hates his guts for kicking out poor people into freeside (because they would not bow down to him after his awakening 200 years later).
