Mother was never popular anywhere, at least judging by sales. It is a tad suspicious that there is not even a spirit for porky, despite them making tons for most other side characters (the bug at the start of Earthbound even got one), but the series is way past its prime and so irrelevant that they didn't translate M3 this far after its release, I wouldn't be surprised if they just forgot
