A lot of Mexico's economy is owned/funded by drug cartels. It suffices to reason that gaming could become a part of that equation as it is a part of Mexico's economy.

Not really. I can only think of two games mario odyssey and I guess now Animal crossing. With mario they were just trying to create a new unique level, because their green field hopping had been used 6 times already.
For AC this is not about Mexicans, from what I've seen there are indian, Chinese, and Japanese clothes you can use as well, they just added mexican clothes like the sombrero for the novelty and more options.

Also in neither game is the culture feature "prominently". A 2 hour stage and a few clothing options is not being featured prominently.

I wish this was true.
A cartel front videogame company would actually be pretty cool.
They'd probably take a lot more risks than current AAA studios, because the business is only a front and doesn't need to be popular.
