You realize that Citizen Kane is entry-level as fuck right? It's not trying to be overly clever or deep or anything, it's actually a very straightforward character study told in an interesting way since the kind of frame narrative they used was unusual at the time (and is still unusual now). They also used some very cool and creative cinematic tricks to get effects that actually add to the story rather than are simply present because they look cool.
Also if you think it's dull then you're probably still a teenager, go out and experience life a bit more.

Last of Us literally is the Citizen Kane of video games. It's dull and overrated. The only big difference is the reviewer cartel was sucking its dick from day instead of initially bashing it and then sucking its dick later like with CK.
