It depends on how you define art. If you consider movies art, yes video games can be art.
If you look at art from a more etymological perspective, there are things like artisan which has to do with crafting things, be it weapons, tools, furniture, etc. If you have a broad definition of art that includes the result of human production, then yes.
If you define art as something decorative, then movies, literature and games aren't art.

Vidya is art, but as long as vidya relies on the staples of film to engage people, it'll be a very poor art form.
Painting engages you visually, music engages you audibly, writing engages you narratively, and film marries those vectors together into one medium.
Vidya's strength is engaging you interactively, and is only really functional as a game with external input. No other artistic medium has that quality.
Until devs stop going in circles trying to break into Hollywood and instead embrace interaction as the medium for storytelling or expression (not as a companion to their vomiting story at you, but by actually using input/action/reaction as the vector for expression), you're never gonna have a proper art form.
