Because practically no one rates things below 5. To get the real score, you need to normalize by subtracting 5, to get a score out of 5. So this game is a 2/5.

Reminder that even some eager bootlicking journos were denied early copies because Sony was afraid they wouldn’t give the game glowing praises. Everyone giving this game a 10/10 was handpicked to receive a review copy with certainty that they would write a positive review in return.
