There's really no other good time to announce it if you aren't going to do it with a PC show or State of Play. Stand alone announcements aren't good enough and Sony is banking on their brandname and quiet announcement to try and sell these games on PC and that will not work if they want a lot of sales. A lot of people are also going to hold out to see how lazy the port is.

I'm not disputing the possibility of a remaster but I really doubt PC unless we get credible rumors like we did for HZD. But on the subject of PC releases, again it comes down to if Sony believes they can just do an announcement and then a later announcement they have a release date and/or when it releases and still get respectable sales on PC. It just seems lazy in my view and it feels like that is speaking for what they will be doing for the port. People are going to be cautious dipping in to buy this without reviews looking at how good the port is unless they have already played it. This isn't 2012 anymore, if you are a big publisher and haven't ever put a game on PC and you don't put effort in it and the port sucks, the PC community will drag you through the mud over it.
Sony better bring their A game if they expect to sell and announce a date for HZD, it's not like Horizon is the only game that will be out on PC during this time period, there are going to be some heavy hitting titles coming out in August and Sony will be delusional if they think they can go against stuff that is coming out in August along with Cyberpunk the month afterwards.
