Could make for a cool close quarters urban shooter but I don't know how you could really shape a game around it without falling into bare bones battle royale shit or just making it a boring death match or point capture mode that would end up wasting the scale of the environment. Maybe something that encourages more exploring and creeping about like stalker or tarkov without the semi persistent loot thing that makes people play really niggery and ruin the atmosphere.

it would definitely have to be a story driven game with extreme focus on environmental set design otherwise the setting is wasted

I could see it being used as an intro level to a GTA like game maybe. You become a man in Kowloon then there's a big cinematic moment where you leave and discover the outside world, like the vault in Fallout 3

Wasn't there some random battle royale where the gimmick was the map was a very vertical tower?

The main issue with combat on the ground is the levels would solely consist of boring corridors once you strip away the environment aesthetics, and people would get tired of that quickly.

city building/management game where your goal is to expand the city as much as possible while keeping things under control to avoid the government's intervention
as your city grows different groups form and start fighting over control of resources like water, food and drugs
you can build infrastructure but it can't be maintained once it's under control of the inhabitants so your only options is to keep adding shit on top of each other without making too much of a mess and have the city crumble under its own weight

any kind of shooter set in kowloon would be absolute cancer, infact any game oriented around combat would likely be cancer too. Just because something makes an interesting set piece does not make it a good place to have a fight in

I always thought something like an anime from the perspective of a mailman (pic related) in a block like kowloon city would've been cool.
Of course during it, things like encounters with gangs and overviews of very interweaved storylines between a bunch of families and characters.
One fight breaking out affects so many people in close proximity, especially if there's a shonen element of it.

3 gang factions. Each faction has underbosses with nemesis system and crackdown 1 style targets.

seems okay but nothing special. I think that other poster is right about a shooter being the wrong fit for it. You would need to have an exploration element of some kind I think

turning such an interesting and unique place into just windowdressing to a shooter hardly matters when a lot of shooters and cyberpunk games already inspire its aesthetics in kowloon and asian slums

How is there not a single post that suggests a detective game?

>Fully explore the world on your own, no real map to tell you where shit is except one you can make in-game
>Search for clues, meet new people, etc and learn more about the city itself and all it's inhabitants
It would mostly rely on the story but the setting would be highly detailed with a ton of freedom of where to go, making it up to your own investigative skills to find out what's going on, how to find the kingpin, and how to take him down without dying

my vote would be for some kind of noir/detective game focusing heavily on character interactions like LA Noire
