Persona 4 is an 80-100 hour game of which is about 75% gameplay time.

There's a fuckload of long cutscenes, yes but they don't make for the majority of the game. Also things such as social links etc. count as gameplay as they actually have an impact on other game aspects.

Compare this to MGS4 where the final chapter from the microwave room to the actual end credits is probably about 15 minutes of gameplay and 2 hours of cutscenes. That's not even an exaggeration. I'm sure someone can find a video on youtube of that entire chapter and do the maths but I think my estimate is probably very accurate.
