It's not silly, the only silly thing is story, everything related to gameplay is meticulously crafted.
MGR is more of a Metal Gear game than MGSV

They kept the zany and dropped the melodrama. So now I can watch Raiden get jeered by an invisible audience with a 10 page manifesto on why.

it was actually fun.
By focusing on style over substance, they made a mediocre game stand out to casuals and first-timers to the action genre. There's basically no depth to the game, but that worked in its favor.
It's the perfect game to turn your brain off to.

Everything was completely over the top and every perfectly compliments it. It has decent (albiet incredibly basic) gameplay backed up by amazing music and voice acting. It was a case of when you think it wont get more silly, it always finds a way to.
