Handheld I haven't been emulating in a while but I would say a GPD Win device, if I had to pick.
No one ever really upped their game with the Vita so the PSP remains the king of that and the emulators on that platform are aging at this point. The 3DS could do some decent emulation, I imagine, but at best I'm just playing Virtual Console games.
i'd use a vita if i had the money. i hate my 3ds. its so uncomfortable.

I've got a vita on 3.65 firmware, is there any meaningul way to install homebrew on or is it just that exploit you have to re-run every time you power it down?

every other good game pre playstation not on master system/genisis/megadrive that it can play has been released or is so basic its ideas have continued.
I got one of these. It's nice, but it's hard to say it was worth it. I'm so used to using my phone with retroarch and that's so much more powerful and has a nicer screen.
This is the move. Get a controller with a phone clip and you'll have something more comfortable and more powerful than most handhelds.
picked up a N2DS after the price cut, pretty happy so far. runs ps1 games pretty well if you're terribly autistic but n64 is pretty bad right now.

why not just get a PSP they play PS1 perfectly and PSP has the best handheld game line up desu.
only handhelds worth owning is a SP a 3DS and PSP

For some reason I just can't get Retroarch on android to work properly. There's always some weird issue like I'll set up a controller and it just won't register in-game even though it works fine on the menu config, or it not accepting my bios that works fine in every other emulator.

i have a hacked vita and a hacked o3dsxl and i switch between them, vita has ps1/psp/vita and 3ds has native gba/ds/3ds
i have a switch but i haven't hacked it yet, it's kind of just sitting around right now. i did import little busters for it, though

you don't need flashcarts for anything except native ds game playback, and even that's getting less important by the day with twilight menu/nds bootstrap (they're distributed together)
granted sometimes you have to change the nds-bootstrap settings for certain games or they bug a bit, but it's getting better all the time and gets updated like every other week or so
also i'm speaking from experience, ds mode flashcarts consistently fail after a few years of even light use. they're made by chinks to chink standards, which is to say none

Twilight menu works perfectly for any ds game that you'll be trying to play.

flash carts are better for playing ds games because they play natively and perfectly
however every flashcart i've had has stopped working after a year or two, i've gone through like five
twilight menu is lower quality and sometimes you have to play with nds-bootstrap settings ot get a game to play right, but it will ALWAYS work and it's actively developed, meaning it's always getting better. it's already come quite a long ways from where it was a year ago.

DSi XL is perfect for DS games on a flashcart. It's a pity GBA emulation is rather glitchy, shouldn't the DS run it natively?
yeah, at this point you either use your android phone with a gamepad because you probably already have a phone or you use a hackable console which you might or might not have, is very cheap second hand, and can play its own games apart from emulator games.

It does but you need something like an EZFlash 3-in-1. I use this with an old AceKard 2i on my DSi. Booting into GBA mode has no access to any DS hardware stuff so the ROM has to be on the GBA flash card side of things. AKAIO manages it for you and I'd imagine other carts have similar functionality.
