I don't think 2's dub issues stem from it being done in the UK.
NoE used the same studio and director for Torna and FC and they came out pretty much fine. It seems more likely that 2 had issues due to it being Monolith's first simultaneous dubbing effort. All the games before it were dubbed after all the Japanese cutscenes and VA were completed and could be referenced by the English team, but that doesn't seem to have been the case for 2 at all.
