It was explicitly given as the reason why all the sakurai overviews were done the way they were so they wouldn't have to pay more staff since the budget was low.

Not saying it’ll happen again but it won’t be unprecedented. Plus, around this time would’ve been E3, Sony just showed their stuff and Microsoft is coming next month, it’d make sense for Nintendo to start showing off what they have soon, and I think if they honestly just show smash and more Pokémon news they should be okay for a while.

Around these 2 or so years, Sakurai has mentioned A LOT of things about the making of the game, both in the reveal videos and his famitsu columns, but he has NEVER mentioned anything about budget or staff management, NOT. EVEN. ONCE!
