Every other game has different damage values for single player and multiplayer - except for Halo for some reason. I vividly remember getting the shotgun early on in Halo 2 the first time I played it and thinking "Fuck yeah!" Then using it and finding out how fucking terrible it was. I had the same thing happen in 3 thinking they might've fixed it - NOPE somehow got even worse

halo 2 raped CE's weapon balance with dual wielding anyway. suddenly the plasma rifle, smg, magnum and plasma pistol were all useless pieces of shit because they were designed around being dual wielded, which nobody fucking did anyway because losing the ability to melee and throw grenades to get two shitty innacurate weapons with almost no range is an absolutely terrible idea. 2 is still fun but I always get annoyed at how the BR invalidates pretty much all non-power weapons.
IRC the Halo shotgun uses 8 guage buckshot. Enough power to blow a Hippo's face to bits. It's pretty strong.

You're judging by today's firearms stupid, Halo's 2500's shotgun probably absorbs all the recoil and makes it feel like you're shooting 12 guage.
I feel the SMG was balanced with the intention that you'd be dual wielding it. All of the dual wieldable weapons, except for the plasma pistol, feel that way to me.

i don't know what game you're talking about but they do that thanks to multplayer niggers crying all the time. The best weapon balance is in BF4 were all calibers deal the same damage and the only difference between guns is the recoil, muzzle velocity and accuracy and using attachments can make all weapons viable.
X guage refers to how large the pellet type is.

The shotgun sucks after Halo 1 because Bungie tried to force the dual wielding meme onto the series starting with Halo 2. Bungie thought the dual wielding mechanic would be rad but then they had to rebalance the guns around it and a lot of weapons got nerfed, especially the shotgun, which they didnt let you dual wield for some reason.
