Ironically enough, Ethan being such a blank slate makes him unique among RE protagonists.
This, they wanted to go back to the horror roots, and you simply can't feel the atmosphere if you know the character you are playing is an overpowered badass, and if you "nerf" them it's just super jarring, hell the Chris dlc in RE7 felt wrong even though you could do a few button prompts melee attacks
All the original RE characters are old as fuck now. Making a survival horror game about an elderly peoples isn't really exciting.
How old are the original RE cast, in their 40s and 50s? You want to play a game about Leon Kennedy combating the D(ementia) virus?

Unlike RE, the Tomb Raider franchise never put that much emphasis or continuation, nor it has been close to RE levels of success till the latest 2 games.
One of the appeals of the RE franchise nowadays is that it feels like the series grow with you too, Christ being 47 in the next game is kinda crazy, and if you were someone that was 23-27 around the time RE1 came out, it would make you feel for sure.

Resident Evil has been using different protagonists since the first game. Even side characters or supporting characters eventually end up becoming playable too. Tomb Raider, I have not played but did she ever even have any main supporting characters in the first game? Also, these games are moreso about the chaos that has ensued because of umbrellas and whatnot, whereas Tomb Raider is SPECIFICALLY the adventures of Lara Croft.
Just bigtime playable characters include

Because the joke with Ethan is that hes literally a video game protagonist. Hes a deliberate blank slate. When Ethan gets his arm chopped off and he picks it up as [Inventory Item] the devs are poking fun at how completely absurd Resident Evil is.
RE7 is basically a giant homage to how nonsensical RE and video games in general are, instead of trying to explain it they just roll with it. First Aid Sprays magically healing anything is fucking ridiculous, RE7 takes this to its logical extreme by having healing juice that literally REATTACHES LIMBS.
RE7's story is the opposite of ludonarrative dissonance, the absurdity of game design is directly acknowledged in the story itself. Ethan even pokes fun at the overly elaborate RE puzzles by asking "Who builds this shit?".
It's only his second game, calm down.

To be fair, one of the files states that the Bakers hired the same guy who helped build the Spencer Mansion, which could also explain why they brought the shotgun puzzle back.
