Dual Vipers are awesome but they're fucking shit they do no goddamn damage on the highest difficulty. You pretty much have to max it out to 99 before it can even chip health bars, it's silly how little damage it does.

Why are there so many NPC's on screen? Not enemies, I mean randos filling up the space, running around with their arms up like they have problems. This could be a problem since they have collision detection.
