Because that takes a lot of money to do.
To put it in perspective...the budget for the Cuphead video game was probably like at most 3 cartoon shorts worth back in the day.
Remember that the Cuphead games repeats a lot of animations after all since it's a video game. It doesn't have anywhere near the amount of unique animations and drawings actual shorts used to have.

Because time/money. Animation studios don't specialize in any of that anymore and requires a lot of training. These things operate on tight schedules so they're basically whipping people to get these out as fast as they can so they can move on to the next project.

It's the same reason why so many shows now are "calarts" styled or why so many anime's look similar. Just blame how the industry molded itself to not allow healthy flexibility in art styles.
