Why would any American buy that? Serious question. Maybe if you lived on a campus with lax downloading rules, or in a city. Anyone else though is going to suffer if they have bandwidth caps.
In order to claim your existing library, you will have to redownload it from scratch. Think about how much space would be left.
As tempting as it is, I'll wait for JRPGs or a revision to the hardware, whichever comes first.

PS5 Shill here. You can attach an external HDD to store your games if you run out of space. Sony is going to be making first party external drives for this device. Most of the games will be download only anyway. The disc drive is mainly for movies and PS4 backwards compatibility if you need that option; its code name is legacy edition.
