Partially agree, all single player games do boil down to solving a puzzle. Even in something like a roguelike, there's a limit to just how much the AI can do, leading to a discrete set of actions that can be further narrowed down to an optimal set for the best chance of success.
Multiplayer games have a similar issue with a vastly expanded action set. Eventually, the evolution of the game causes a meta to develop, limiting the effective action set down to a point where there's only a few optimal ways to play. Assuming that you chose one of these optimal strategies, the match outcome is simply a dice roll based on what your opponent has chosen; if a strategy could be countered without fail every time, it would never be picked. If it would succeed each time, there would never be a reason not to pick it. Thus, eventually all games boil down to randomness after a certain skill level.
