Guess it's based on how Butch Cassidy, the guy Dutch is inspired on and who's gang is inspired on for RDR2, constantly went on about how he never killed anyone in his robberies and how honorable they were, but in real life they killed a ton of lawmen and some civilians.

Micah was a good bad guy. Dutch, Arthur, the whole gang all bought into the “one more score and we disappear mentality. And Micah was Dutch’s yes boy but we all know Micah was not not going to spend the rest of his life drinking out of Coconuts on a beach.
Micah is a killer, a career criminal. You shoot up a whole town for his two beloved guns. You killed dozens of people. To get Micah his favorite things to kill people with.

The pinkertons kept finding them anyway because there was literally nowhere left in America to hide because Dutch and Arthur were fucking kill crazy and kept leaving trails of bodies to follow.
