Because the characters are decent in RDR2. People might pretend it's because LOU2 has trannies in it, but at the end of the day it's because the characters are all absolute pieces of shit.

because red dead 2 ends with a satisfying conclusion, and was well plotted throughout.
Because open world and non-linearity means players can spend hours between cutscenes and rail roaded missions. It also has a lot of attention to detail and from what I've seen, is the best cowboy game you can get.
Because the story was fun, had likeable characters, and even had a far more satisfying revenge plot.
In TLOU2 you go on a rampage of random civilians and then pussy out in the last second.
Here you grab a dude, single handedly destroy his entire gang and then you unload your revolver on him, fuck all this "hurr revenge just leaves you hollow" crap.

Yes, at least is open-word... but had bad controls (Rockstar said that was "on purpose" and a lot people buy it) and the story contradicts some of the gameplay, like always happens when you're trying to choke the player with your "story".

What's funny is that Rockstar made, in their first attempt, a better, longer and bigger movie game than Naughty Dog, plus it's an open world game and there's actual interesting stuff to find.

Well RDR2 allows at least some player agency, even if only outside of most mission segments. It also has a satisfying story that was tailor made to compliment the plot of the first game, rather than having just about nothing to do with it.

'Story' is a bad term. There's 'plot', there's 'narrative', there's 'exposition' and 'characters'.
For the most part, people don't care about PLOT. Fuck plot, honestly. It's mainly a vehicle to drive themes and CHARACTERS.
RDR2 has good characters, TLoU2 doesn't.
Same with Death Stranding. The exposition explaining the plot SUCKS in that game, the exposition detailing the narrative through gameplay and how it ties into stuff outside the game (the feeling of isolation, exploration, Kojima himself, etc.) is pretty great.
Whereas in TLoU2, the 'violence bad' exposition doesn't just conflict with the plot, it's extremely obvious and tiresome. Do you really need to be told that violence is bad?
Its has an autistic level of realism in its world, great music and above all well developed characters. This is what people loved. However if some characters motives in the game and the story progress were better, and the gameplay wasnt an extremely linear shooting gallery, then we would have had a masterpiece in our hands. Now we only have just a good game with a great protagonist
