Unfortunately this is true. S-oy based games will always going to be 20-30fps.

i assume they did this because microsoft announced gears 5 and dirt 5 will run at 120 fps? my problem is, if the game is running at 120 fps on xbox at i bet 1080p, since the ps5 is significantly weaker in both cpu AND gpu, what resolution will it be running games to have the same level of visuals as the xbox? 720p?

Remember when PS3was supposed to be 1080p60. Then PS4 was supposed to be 1080p60. Then PS4 Pro was supposed to easily handle 1080p60.
I will not be surprised if the PS5 can't do 1080p60.

I'm sure some games actually will, but not most of the big ones. In fact, I think it's gonna be a really easy way for indies and generally lazy devs to publish last gen games and say "but muh 120 fps" in defense of simple graphics. 120hz it self is a big benefit though, if you know from playing on PC, dropping from 60 to 55 FPS will no longer give you an anuerism if your monitor is at 120.
