But the reason for this is pretty simple. It's the same reason enemies surrendering in other games (as mentioned, Skyrim) do the same thing. If the enemy is ALWAYS fake surrendering, then they don't have to be considered as having surrendered. So it's okay to still kill them.
This is important because, if you kill someone who actually HAS genuinely surrendered, Amnesty International gets all pissy. War crimes or some shit nobody really cares about beyond paying lip service. But in video game terms, adding in something like torture and execution of helpless victims is gonna get you railroaded into an AO rating and then nobody buys your game because no stores will sell it.
So tldr: anyone who surrenders in a video game HAS to just get up and derp into you over and over until you kill them, because that way the game's rating is lower.

This is rare. Most prisoners of war simply obey their handlers to stay alive, since they opportunity to break out is extremely small. It's even less likely in the field if you're disarmed and you have a gun pointed at you.
