If there's even a one person using games as a medium to express themselves, which actually has been very common for decades, it by default is art. Does not mean that everyone would appreciate or recognize it as such, or that every dev would wanna consider their product as a piece of art, but the fact still remains.
You make a blatantly obvious woke-bait crap that ignores the entire media's strengths and essentially makes an over-length film with barebones "gameplay", and you obviously disappoint and anger tons of people.
PS: Books are the plebest-tier art format. Passive consumption of pre-determined products is extremely boring and mind numbing.

There are plenty of games with genuine themes and great stories to be found or made.
For example This War of Mine was recently put on the recommended reading list for High Schools in Poland and there's dozens of RPGs both AAA and indie that have great stories.
The Last of Us 2 is not one of them.
