Having her revenge would have made her a shit person and the world would still be a shit place but at least there would be some sort of closure, she'd never be the Ellie from the start of the game but the memory of Joel would be laid to rest.

Here, she went all the way to put the final nail in the coffin and said "nah, fuck it. It's not worth it." She killed hundreds to get to this point and she justified their death as needing done for what Abby did to Joel. By refusing to kill the perpetrator she invalidated the death of all those that stood in her way. The memory of Joel got one final stain and she'll never be able to remember him without feeling hatred for herself because she was a stupid cunt that didn't finish the job.
