There's an Khajit in the Pelagiad tavern who gets (very) interested in you and insists on you becoming her 'friend'
There are a few quests that involve you giving gifts to each other but more important is the main questline. She confesses to you that some bandit gang harasses her and shes terrified, asking you to deal with them for her. After you kill their leader she gets closer to you and clears your criminal record. After that she remembers about her ex-husband who is addicted to Skooma and still didn't let her go. You find him and help him deal with his addiction, after which he thanks you and tells you to let Anhassi know that she's free.
After you've done that she gives you the key to her house (wink wink) and you can visit her anytime you want
The dialogues don't talk about 'love' straight up, but you can read between the lines what is going on - especially since after you've finishes this questline she says that you are her 'very special friend' and that you are 'very close'
