Probably because Vault Boy is more of a mascot/icon in America than he is in the rest of the world.
its because fallout has radiation/nukes attached to the name, same with assassin in assassins creed being "controversial". I know its ridiculous but you know this why they changed it.

Maybe NoA just wants to use the specific character names so there's no confusion for people who haven't played the games that are primarily on non-Nintendo platforms? I could see retards calling Vault Boy "Fallout." It's definitely stupid as hell but I could see that being the genuine justification.

It's probably cause of the ESRB since there is a little E10-T logo at the start of the presentation on the bottom left. Showing off the logo of an M rated game they would probably have to change it to E10-M and Nintendo probably doesn't want to do that. UK and Japan don't have to deal with ESRB obviously so they don't do that. Less to do with censorship and more to do with not getting an M rating slapped on their ARMS presentation.

Maybe because Sans and Heihachi have appeared in their mainline games on a Nintendo console? I don't think Altair has ever appeared in an AC game on a Nintendo console (aside from the DS spinoffs that nobody is going to count outside of being a WELL ACHSHUALLY) and the same kind of applies to Vault Boy since a mainline Fallout game has never appeared on a Nintendo console.
