Make a game that focuses more on having an unsettling atmosphere than focusing on jump scares or creepy old people. I don't care that I'm constantly hiding from some monster or psycho if thr environment isn't making me incredibly uncomfortable. Atmosphere makes the genre. Always has.
Horror games are best when they make you feel weird or unsure. Fear of the unknown is humanities greatest fear.

Sound design is very fucking important. The first couple of Silent Hill games did this pretty well IIRC. (I say the first two because I don't know much about the rest of the series.)
Just creepy ass ambient sounds in the background that don't sound very discernible or even just odd metallic noises can really help the atmosphere depending on what you're trying to do.
You can have the most visually horrifying game in the world, but it'll fall flat if it's sound is shit.

First and last mistake, pal.
I just don't get why "horror" games try to focus so much on "something attacking you" levels of scary when video games as a medium are the absolute farthest removed from the actual ramifications of failing that task, narratively, and you know this intrinsically to the point where you fear the tedium of retreading more than actually fear the death of "you" or your character.
Like if you want to actually be an action game, be that. Don't pretend you're horror because you're graphic.
Any horror games where you violently stab soijak posters to death are great

Getting chased and eaten by animals was the first fear ever experience by man; it's literally hardwired into your brain but you don't realize it until you're actually chased by someone/something.

Psychological horror. Don't need jump scares but give the player something to constantly fear. Constant unease like they're being watched or followed. You can even make the player a soldier with an extensive weapons loadout.

Speaking of shitty horror, any non-indie ones with a fair few jumpscares? I don't really get "scared" by the atmosphere of spooky stuff but I do flinch and stiffen up a bit when there's a cheap jumpscare.
Looking for some of that, but not too excessive.
