i am so disappointed that the legion was unfinished. you'd have like over 150 NCR quests but just 50 legion quests. there's over 15 NCR locations and just ONE main legion location.
they hype you up about the legion-controlled zones being the most safe for traders and civilians but never show you any of those places. they act like they're doing the world some good but then act just like a bunch of psychotic raiders.
And no women in the Legion's army? That's the most ridiculous thing I've ever heard. In a world where no man can resist sex, faggot Caesar literally never thought to use them as spies or assassins? You would then have some hilarious banter where Lanius calls Vulpus a faggot for being the commander of a job suited for women.
And this shit about making slaves the backbone of the Legion and how they are some of the most important pieces of their cause, yet work them to death because they can always get more. How can they be so hypocritical? They had waged wars against other tribes and allowed them to join, but only if they were capable. Why not do the same for slaves?
Their whole schtick is about re-educating the profligates, so why not allow them to start off as slaves but allow them to earn their respect as gladiators, and eventually serve in the army. It's like a hazing period or initiation ritual that all tribes have. Even the Great Khans do that because they want their unit to be strong. Wasting slaves like that doesn't make them stronger.
And it makes absolutely no sense for the Legion to go up against an the NCR that has bulletproof armor and armor-piercing automatic weapons. And a fucking helicopter. And repurposed BoS weapons and armor.
The Legion is out there in fucking hockey pads chucking spears. They are not going to win jack shit. Lanius can eat a dick. If you've never fought against high DT robots like sentrybots, they give you a hard time when you have armor. I still fail to see how they can do anything other than die.
Although I will say some of those complete overhaul mods that completely change the game into something else are pretty neat. But those aren't for a playthrough of the base game.

Yeah, I understand Caesar's wishes for his crew to stop relying so much on tech, as it does help them survive in the event of another blackout. But that clashes with the idea that humans are destined to wipe themselves out again. This is the post-apocalypse and people everywhere know about, so it's always on their mind. People change. They can still use technology that is useful to them.
Wish Powered Power Armor was still being updated and worked on. It's neat but I feel like it could use some balancing/additions

Another issue I had with this game was the fact that there are so few always evil enemies to fight in the game.
You can't just point your gun and shoot people without damaging your faction reputation with them.
Pretty much Fiends and a few other enemies are the only class of human enemies in the game where you can always get away with killing them. Maybe Powder Gangers because they give useless rewards.
They had too many factions in this game and most of them you want to reach Idolized to get their loot.

And there is a severe lack of enemies in the game that use energy weapons AGAINST YOU. This means there is some challenge in being able to find them.
You can browse the Van Graff's area (and murder them all if you are strong enough), or check the Van Graff caravan ambush area near that wooden bridge place. You can also find randomly dead Bright Follower corpses and just put your hands together and pray for good energy guns because they are possibly level-scaled.
The only enemies in the game with energy weapons are Fiends and some BoS guys. Ironically, the NCR aren't tagged in energy weapons and can't use them at all, and despite what you see in the intro video to the game, the Legion cannot use them either.

From the bottom you can see that the magazine just passes right through that block of wood.
But how a bullet from the magazine can line up with the barrel is still a mystery.
Plus, you got the ejection port literally inches away from your hand. Just pray that your hand doesn't get hit by a burning hot large caliber casing when it comes flying out.

And speaking of the 14mm pistol, there is now a real-life handgun with a front end magazine.
The Kel-Tec PLR-16 is chambered in .223. Fallout's most famous handgun is the .223 Pistol (the Blade Runner pistol).
The guy who gives you the gun says it was modified and bore down from a rifle that was chambered in .223. Now the Kel-Tec looks just like some kind of sawed-off pistol monstrosity.
So in this case, although many decades later, Fallout had some knowledge of what the future of firearms could have been.
