it seems typically at least once a week a villager will ask to move out. please refer to this guide on how to sorta manipulate villagers to ask to move out more often.

no, unfortunately thought bubbles dont directly correlate to wanting to move. you kinda need to look around for someone in a thought bubble if you think its time for someone to ask to move out (more than a week since the last guy who asked to move out)
