In Gen 1 neither of Brock's pokemon know any Rock type moves. In Gen 3 Charmander learns Metal Claw. You're not stuck.

Normal is bad against rock, and even if you somehow evolve Eevee by the first gym 2/3 of the evolutions are bad for the gym as well. Futhermore, all normal moves in gen 1 are physical, and all fire moves are special. Onix has high defense but terrible special so it still takes quite a bit of damage from fire attacks even with the resistance.
