In Gen 1 neither of Brock's pokemon know any Rock type moves. In Gen 3 Charmander learns Metal Claw. You're not stuck.

You could even get a Nidoran or Mankey

The prob is that Onix is immune to Charmander, so you're forced to grind a caterpie into Butterfag and beat him with all the PP in confusion.

From what I recall from playing Pokemon over 20 years ago, you could easily beat Brock with Tail Whip and Tackle.

Onix has piss poor Special in Gen 1. As long as you're not a complete tard and attack it when it uses Bide, it's really not that hard to take down with Ember.

Normal is bad against rock, and even if you somehow evolve Eevee by the first gym 2/3 of the evolutions are bad for the gym as well.
Futhermore, all normal moves in gen 1 are physical, and all fire moves are special. Onix has high defense but terrible special so it still takes quite a bit of damage from fire attacks even with the resistance.

You're not evolving your Eevee at level 12 dipshit, you'd be worse off with Eevee than Charmander against Brock, no different than trying to take him down with a Rattata or Pidgey, all Eevee knows at that level is Tackle.
