The lord of dust and the basic wanderer also were the only monsters designed by Masahiro Ito, and the wanderer date on the art is strangely obsured as said.
This base Survive probably did not have the other monsters not made by Ito. this also would explain why Survive was delayed: they had to create the story mode, new monsters, character and all. but keep the small budget of the DLC.
PT was made in secret with part of MGSV's budget, and nobody at Konami except some devs knew about it. Konami didn't know anything about Silent Hills, that was all Kojima doing whatever he wanted with little oversight.

Survive was meant to be a DLC for MGSV alongside other kaiju shit. Kojima used a portion of the MGSV budget to develop PT, and Konami wasn't even aware of PT's existence or Silent Hills. Survive was obviously a prototype of some of the ideas for an open-world survival horror game Kojima had kicking around (possibly what Silent Hills would have been, which would later turn into Death Stranding), made by what remained of Old KojiPro. the "plot" of the game is specifically "non-canon" and specifically about what it's like to complete your mission without having your Boss around to guide you. it's kind of kino, given that you're not a total faggot and you thought MGSV was at least a decent game. if you didn't, you should go back and try MGSV (this time don't be a Sneaking Suit/tranq/fulton faggot) and Survive again after having played Death Stranding to see where Kojima is coming from these days in terms of game design. he's all about giving you a sandbox and a bunch of toys to play with in it, narrative, aside from themes, are basically secondary to having fun.

Konami were pissed when Kojima announced PT without clearance, using his contacts at Sony. They had asked him to make Silent Hill, but he was way out of line, and they got further upset when PT hype caused Norman's people to demand more money.

While the Kaiju was made as a not really fightable boss, Survive did introduced some creatures to fight. these were not done by Kojima though. they were not designed by Ito. No Snake though, probably to save budget with the story. making a game with a DLC budget with a full single player is hard. this DLC was coop only.
