Min Min was chosen because the ARMS director wanted her. Sakurai isn’t going to add excess work to fix her spirit battle because he has no incentive too. Japanese work culture is ridiculous, but they prioritize efficiency, and promoting spirit characters when they could choose someone similar for less hassle is the only logical move

I like Shantae, but let's be real here. What makes anyone think she's likely for the final five?
She's not from a series with high prestige, mainstream recognition or sales potential. Even within indies alone Nintendo stands to benefit much more from other inclusions that'd drive more hype and DLC purchases than Shantae could ever hope for.
If she was owned by Nintendo, sure, I could see her as a base game newcomer sorta deal. As a 3rd party who's gotta be notorious enough to become DLC? There is absolutely no chance and I say this knowing that if she DID make it in I'd be quite happy. I'm just being realistic.
