Abby is the Last of Us too, Lev is also the Last of Us too (together they're the Last of Us two). I'm not completely memeing when I say that's the reason she was spared and Negan wasn't.

Ellie saw someone who did terrible shit trying to raise a kid at the very end of their fight, and in that she saw Joel. Joel, by rights, earned his death. TLOU2's ending justifies letting Joel having the 4 extra years he spent with Ellie and Abby being on the boat with Lev.

Glenn’s character had nowhere else to go and Negan was a fun villain that the show/comic desperately needed.

Negan is charismatic and interesting. Plus, he didn't appear out of thin air like Abby, he was foreshadowed and mentioned numerous times when Rick's group first encountered the saviours so everyone was already expecting and anticipating him.

One thing The Walking Dead has done extraordinarily well is engaging antagonists, dare I say more engaging than any of the protagonists. There's been a handful of stinkers like Dawn, but the series rarely falters with people being pushed to the brink to the point that you get bored of the goody-two-shoes trying keep it all together and almost want a straight-up anthology of human ugliness destroying anything good left in the world.
