The player does whilst playing as Walker. You don't have to take ownership, the game forces you to do it in order to progress. It's intended to make you question the protagonist's intentions, and subvert expectations from typical medal of honor type, more or less, black and white story telling. The winning move is not to play. That's it.
actually, it was supposed to be optional but they force you to do it anyways because the game was rushed by publishers.

That kind of story-telling simply doesn't work in a video game. The player is always going to somehow feel connected to the character they're controlling. They did this story, and did it better, in 1979.

No, I never felt connected to an obviously mentally unstable special operations goon who starts the game off by ignoring the sensible option and saying "fuck it, lets do this alone". To me Walker was a tonka truck to be driven through dune coons at high speed.

I think the game is working on two level here
1 (and that's obvious if you have a brain) Walker is a maniac who wants to be a hero in a story where the correct move was to withdraw at the begining of the game, you can also note that the phosphorus is kind of a rubycon moment for him because he starts "talking" to Konrad very shortly after so he can have someone to blame for all the morally wrong stuff he keeps doing.
2 the phosphorus scene is obviously a jab taken at scenes like the AC-130 and drones strike in modern warfare games where the player casually dropped high end explosives at faceless dots on a screen. I hate to atribute something to a smug cunt like raycevick but he did say something right about it which is that you drop white phosphorus very casually: you don't give a shit, as a player you've done this dozens of times and you'll probably do it again, when "realistically drone operator in the USAF keep getting insane from their job.
I'll agree it's kinda hamfisted to have the civilians killed like that given most players saw they were civies and didn't shoot them but the game wanted to make a point about the horror of casually pushing buttons at anonymous targets so it bruteforced it's way to the dead civilians

It's both of this. The ultimate point of the scene is that Walker fucks up, it's the point of no return for his character. The game is about a guy going insane it's not that fucking hard of a concept to grasp.
It's heavily implied that he was insane from the start anyway as he was already hallucinating Konrad's face all over the place up until that level (also he might have been dead the whole time anyway).

I really like the ending where Walker kills everyone but the one where he gets killed by the soldiers fits better imo, there's even a game namedrop in that one.
C3 is actually pretty good, it's one of the last good anime Gainax made.
This game has some of the best use of music I've seen for a vydia ever.

However had the white phosphorus moment been a cutscene, Walker would not of hesitated for a single second to blow those people away. Also the intertextual relationship the scene has as you said:
