As long as it isn't the garbage fucking "Complete Edition." Imagine having the radio stations completely compressed into one hodge podge of ruined and butchered tracklists, no exclusive Russian Vladivostok FM channel for the base story mode to Slav it up as Niko, missing classics like 1979 etc. It's a fucking disaster.
Only pure way to play the game is a pirated/backed up copy of v1.0.4.0 for base game and v1.1.2.0 for EFLC. Any other way of experiencing the game is objectively trash.

"The most boring" you mean. Instead of game we got boring TV drama wanabee, with "realistic" missions, filled with unmemorable characters and with very little in term of side activities, I suppose they were "too gamey" for "new and serious" GTA.
And that's before bringing up slow cars, bad handling and everlasting piss and shit filter smearing all over the screen, at least that can be fixed with mods. Well, while playing on PC you have to fix it with mods anyway, because rockstar clearly didn't give a shit about port, and I'm don't even mean performance, but obvious bugs like weapons having 0 spread when using a mouse to aim.

SA is a great game, but it's just too damn big. I've started it several times and never got to the end credits (I still have a save with just a few unfinished story missions though). On the other hand, when I start Vice City, I'm sure that I will finish it and will have fun all the way until the end.

People conflate “best” with “most improved over its predecessor” and/or “best for its time”
SA is the former (IV was also good in this regard), and VC is the latter. V is fine, but brought absolutely nothing new to the table, and does not deserve the staying power it has enjoyed.
