This is not true.
They tested on multiple INFECTED people, that is all those files ever say. they never say immune.
More importantly in TLOU2 the doctor who operates on Ellie plainly is under the impression that immune people don't even exist after he saves the Zebra. Your headcanon is bullshit.

There was never any cure or vaccine because you cannot vaccinate a fungus. It was literally 3 doctors using the Fireflies as protection and the Fireflies were literally just raiders.
