People will absolutely put in custom vehicles, but there's no chance you see an actual system to customize your vehicle via the modding community. It took until just a few months ago for someone to put lanterns on the boats FFS. That's why I bet it'll be added to the first expansion pack so they can pad it out and give players more of a reason to buy it.

Easy if you want to just change a few values in an ini file? Yeah, sure, but an actual fully fledged customization system will take months, if not years from modders. Expect it in the expansions. They did this same thing in TW3.
