Min Min is the most unique fighter in the entire roster. Her playstyle and overall mechanics push the boundaries of the game's engine and the controller. It is clear Sakurai is going to be prioritizing similarly unique characters for fighter pass 2, and as such we can start deconfirming characters.

Now more than ever sakurai seems to put emphasis on making sure new characters are as faithful to the source material as possible, it'd be simpler for the two forms to just be alt costumes.
