Mods shouldn't be counted for obvious reasons.

magicka - original, fun, flexible magic system. Best played with friends.
9 parchments is similar to magicka, but I enjoyed magicka more.
Dragons dogma - high scale magic, makes you feel powerful, very fun, but gets repetitive.

Dark Messiah is pretty fun

Dragon's Dogma definitely lets you do some funky stuff, but it's at its best when you have other spellcasters with you.

With legit mods a pure mage build works really well and is probably the most fun mixed in with stealthy stuff.

There are quite a few that completely rework the magic system and some that even rework the game around spellcasting. Theres a fuckton of mods that just add spells if you don't mind the vanilla system. It's a shame skyrim modding is only known for its coomer denizens.
