modeling is only a small fraction of the development

It also makes sense in this regard since Min-Min was already designed in mind for a fighting game

If hte existing model is a good enough quality there's no need to make a new one just for smash. That's just plain inefficient.
The character takes time to drop for two reasons:
1. There's way more development to do besides just modelling hte character. You have to decide what their moveset will be, animate, test, balance, re-animate, re-test etc. until the character is finally ready to be placed into the game
2. Spreading out the releases is part of what keeps people coming back to smash. Not to say the game wouldn't have been fine if every character released as DLC was in teh game from the start, but the continual hype cycle that occurs with every new fighter added helps keep Smash fresh in peoples' minds.
Honestly if Smash is the left then either the model got decimated a little or it got slimmed down on the polys. You can notice minute traces of differences and missing bits here and there.

It was a big deal when the pokemon game came out, but only because devs said the models would be remade, and they weren't. Nobody cares about reusing models, if devs aren't being deceptive about it.
I remember figuring out about majora's mask 3ds remake before it was announced because of the way skull kid's trophy was modeled in smash bros.

Take a good hard look at Min Min's model. I'm sure making an entirely new model for Min Min is just as big a pain in the ass as animating Cell in any form of DBZ media.

Her arms are baisically tentacles, they are extremely hard to animate.
In 2D they would be kind of a pain but 3D is fairly easy since squashing/stretching shapes doesn't take much effort with the right tools and good rigging.
