I still think it's bullshit they made the ultimate legendary the game hyped up unvailable except for special events that never ended up happening. It wasn't even the first time Gamefreak pulled that shit, they did the same thing with Celebi in Gen II.

The only non cheat way to get Arceus (and other event mons) is to load the mystery zone by driving real fast on a bike after performing certain actions that cause loading issues. I could never actually do it though.
