Because there's a lack of FPS games set in a cyberpunk setting that I'd enjoy. This game fills that void.

Bethesda's one saving grace has been allowing unprecedented freedom when it comes to modifying their games.
Not only can people change every single physical object, in the game, create new world spaces and even new voiced quests, they and also add virtually unlimited number of new stuff, including entirely new mechanics with script extenders.
