Highly debatable depending on what features you prefer, each game is so different that it is impossible to decide an objective best.

Fates Revelation however is the objective worst and everyone who isn't a brainlet or obsessive shipper knows this.

Play 7 first. It has a forced tutorial that will annoy the fuck out of you if you’ve played any of the others.

There is no objectively best game since nobody can agree on what actually makes the series good, but some (usually) agreeable starting points are
Fire Emblem on GBA (referred to as Blazing Blade in later spinoffs)
Path of Radiance on GC
Awakening on 3DS

Maybe also Mystery of the Emblem on Super Famicom if you're fine with older JRPGs who really show their technical age at times.

You never played one? Three Houses is a fine start.
The classics for storyfags(I'm one) are 4,5 and 9, 10. Minimalistic fire emblem are all GBA games (6 to 8).
Echoes is a pretty game but meh.
Awakening is terrible.

A FE4+5 remake would be the peak of the series

Thracia 776, Radiant Dawn, and New Mystery of the Emblem of course, since you should play the preceding games when the stories are connected. FE6-7 is a funky exception since the two are in the same setting and share a few characters, but barely have much to do with each other in the grand scheme.

In terms of gameplay it's Fates Conquest. In terms of story it's 4 or 3H. In terms of what you should start with it's 9, it's easy, got a decent story, and it tells you the mechanics without a giant tutorial.
