I was about to say that she should be lower, since you can only use her Blue Magic as limit break and their actual usability varies wildly, but pretty much all the limits in VIII are busted in one way or another.

It's a callback to older FFs where Hammers/Axes had a wide as fuck damage table. So instead of a weapon having a 50-70 damage range the Fork has like 1-120 so you see the variance a lot more.
If you don't want to do her eat/blue magic gimmick, fine. To call her anything other than OP is tinybrain status. In FF9 the characters least involved in the story are the most op hands down.
