If you lose to this character, then you fail to understand the true purpose of the game. It may be hard to think that these NPCs are boss characters, but they are BOSS characters. You're not supposed to fight them right away. You've supposed to fight everybody else first. In the gyms, in the areas before the gym, and even in the areas after the gym that aren't closed off to you. They give you so many options to train in this game and build up your team. And it doesn't take that long to level up, especially at this point. It really isn't that hard. The game even gives you an option to use a Machop that is strictly female and has a type advantage over the entire gym, and you can obviously spam items on it and any other Pokemon. You're losing to a character who exists in this game to teach the player not to just go straight to the gym, to the boss. You're supposed to play the game properly. You don't fight fucking Calamity Ganon right away unless you're prepared to lose. By that logic, you should not fight Whitney right away.

In this case, it's a bit more justifiable because of the massive level jump at the end of the game, especially with her. She has perfect IV Pokemon and she has some of the fastest, bulkiest, and most powerful Pokemon. And you have to fight four other boss characters who are almost as good as her, just to get to her. She's the type of character where you have to either train your ass off beating wild Pokemon or other trainers, or to challenge the Elite Four constantly and constantly until you eventually beat her. I don't think Game Freak even intended for anybody to beat Cynthia on their first try. In the case of Whitney, it is doable if you put the work in. In the case of Cynthia, it is almost impossible unless you put the work in. Cynthia is a bitch, but that's why we like her so much. She is the best Champion; she is the biggest obstacle in the region. No other Champion can push a player to extreme lengths to beat them.

Your options for ice types in DP were Sneasel(or Weavile if you found the razor claw in Victory Road) and Obamasnow. Weavile's best ice moves without breeding is ice shard, ice beam, and blizzard. None of those moves are strong enough to OHKO Garchomp because ice shard is too weak and the other two work off its abysmal special attack stat. Obama can easily OHKO chomp with a 100% accuracy blizzard, but can't switch into Chomp if you're playing set unless you get lucky and chomp goes for Giga Impact or misses a Dragon Rush. Water types also can't OHKO chomp with ice moves because sharknigger is also super bulky AND has max IVs, so they're guaranteed to be outsped and 2HKO'd. Did I mention that it has a ten level advantage WITH AN OVERLEVELED PARTY MEMBER?
