I got stuttering when mixing monitor hz.
happened whenever something on the slower monitor used anything hardware accelerated, videos, animations, etc. (even the windows taskbar flashing a notification)
if you have one 120 or 144hz monitor and one 60 thats probably your problem.

120 and 60 is fine. if they are multiples of each other it works. if you have a 144 and a 60 you have to choose between 120/60 or 144/44

You right, but that was 3+ years ago. I use Hardware Monitor now.

I play everything at 1440p on a 144hz monitor. I don't expect to hit 144fps on everything on highest settings obviously I'd be happy around 100 on high but even with settings lowered I get noticeable drops and stuttering on pretty much everything modern. REmake 3 and Far Cry 5 being recent examples

nothing ever fixed the stuttering from watching a video. I would have settled with 120 if that were the case for me.
eventually just got a second 144hz monitor.
Its defiantly a windows problem that they'll probably never fix.
