I wouldn't go that far. I felt like P5 only had about 3 or 4 good songs that they just played again and again, and overall the tracklist was weaker
Beneath the Mask, Rivers in the Desert, and Blooming Villain were the only standout ones that left a big impression imo. Maybe Royal added more though

Accurate. P5's OST was quite disappointing outside of the songs you mentioned, a few select palace themes like Futaba's, and Layer Cake.
I haven't played Royal but the only good songs from it are the ones from the nu final boss's phases.
Compare that to P4 where nearly every overworld theme and battle theme was solid, with a few bonuses like Heaven.
P3 is the strongest nu-sona OST by far.
