White phosphorous can be used for smoke and illumination (it's what most tracers are), and is completely legal in those applications. The smoke screen applications are genuinely important.

Obviously it can also be used as an incendiary weapon. It's not WP that's banned per se, it's ALL incendiary weapon use against civilians, and all air dropped incendiary weapons against both civilian and military personnel. As with many treaty things, there are loop holes, in particular it's not illegal to use them against material/vehicles. And incidental incendiaries are exempted entirely.

And of course "accidents happen" :^)

The US officially at this point doesn't use incendiaries against human targets, though in practice they sometimes use it against vehicles or warehouses that might happen to have humans inside them who knew.

WP is perfectly fine though for everyone to use for smoke or tracers or flares.
